 I just realized a problem. emacs-app does not write a subdirs.el into
 ${prefix}/share/emacs/site-lisp. If we install emacs-w3m-devel into a
 separate sub-directory of its own under site-lisp then it is not
 automatically picked up. This is a bug in emacs-app which needs to be
 fixed.
