 It looks like you got the first 2.8K of the file, but then the transfer
 interrupted for some reason. The file downloads fine for me from the same
 server. If this is happening consistently for you regardless which of the
 above servers you download from, then there's something strange about your
 network, perhaps specific to msi files.
