 Unfortunately our primary distfiles mirror is also on such a network, so
 it cannot mirror this file either.

 I'm not really sure what our network allows.  I was aware of the fvwm.org
 site but did not know whether the
 tarball referenced by Macports was indeed the same as that on the official
 fvwm site.  And I could see the
 older versions of the tarballs there.  I'll try the official version and
 see how that works.
