Comment:

 Are you sure? What is the exact error you're getting? I don't see any
 evidence of mkvtoolnix itself using icu. boost does use icu, and
 mkvtoolnix does use boost, but boost's revision was increased in r85591 to
 force a rebuild with the new icu. Run "sudo port selfupdate" to receive
 the latest changes, then "sudo port upgrade outdated" to upgrade boost and
 other outdated ports.
