 This issue is caused by pyqt4 determining to build or not to build the
 plugin depending on if qt4-mac is universal (universal -> no plugin)

 Here's a port file that should fix this and #31753. I need to create a
 ticket for the owner to migrate to this unified portfile. (and test other
 cases)
