#33944: Openssl 1.0.1 breaks SOAP API calls

 I cannot make any PHP SOAP API calls using OpenSSL 1.0.1
 If I use a previous version of OpenSSL, then it works.

 The error when I make any SOAP API calls say SalesForce Soap API calls or
 Docusign SOAP API calls, I get the error:
 "Could not connect to host."
