 It builds fine for me.

 $ xcodebuild -version
 Xcode 4.3.2
 Build version 4E2002
 $ port installed py27-sip
 The following ports are currently installed:
   py27-sip @4.13.2_0 (active)
 }}}

 Please clean the port and try again. If it fails to build, re-open the
 ticket and post the main.log with the error you are seeing.
