 Edit Makefile in the root of your checkout.  Search for
 "tools/clang/include/clang-c" in the install-clang DIRS variable.
 Changing it to "tools/clang/include" should get your headers installed
 with install-clang.

 It seems rather clear that these headers are intentionally not installed,
 and I'd like to know why that is before installing them.  That being said,
 make the change locally, and hopefully it will be enough to unblock your
 progress.
