 I fixed it this way:

 $ sudo port install joe
 -- fails with error "sed: RE error: illegal byte sequence"
 $ sudo su -
 # export LANG=C
 # cd /opt/local/var/macports/build/*_joe/joe/work/joe-*/
 # make clean
 # make
 # make install
 # exit
 $ sudo port -f activate joe
 }}}
