 All of the relevant phases (configure, build and possibly destroot) are
 not in your log (it just says "Skipping completed" for those phases).
 Possibly this is because of how rev-upgrade works; I forgot that runs by
 default; I have it turned off in my MacPorts installation. Please try
 again and disable rev-upgrade for this build:

 sudo port -kn upgrade --force --no-rev-upgrade tk
 }}}
