 xine-lib is not required to compile kde. The only way I see to have xine-
 lib as a dependency for kde is to set the variant "xine" to kde4-runtime,
 which is reported as unsupported in the portfile:
   variant xine description "Enable xine support" {[[BR]]
   # Unsupported. Don't report bugs, unless it comes with a patch :-)[[BR]]
       depends_lib-append      port:xine-lib[[BR]]
       configure.args-delete   -DXINE_INCLUDE_DIR=\"\" \[[BR]]
                               -DXINE_LIBRARY=\"\"[[BR]]
   }

 Compiling without this variant should enable installation.
