#33005: Pallet search and menus

This is really convoluted...but the only way I can see how to view
"installed" and "outdated" packages is to do a search for some string (I
chose "dumb"), then alter the search criteria to ignore that search term
and just show state=installed and state=outdated.

Also, there are a load of useless menus (like help - "Help isn’t available
for Pallet.") that are just clutter.

The search wouldn't be as annoying if it remembered it's state on start-
up, but in it's current state...it's kinda dumb.
