 I fixed this on my install by re-agreeing to the license agreement, i.e.,
 "sudo xcodebuild -license".  Of course the usual caveats apply: clean the
 libunwind-headers build first, reinstall the command line utilities within
 Xcode first, to be safe redo your xcode-select first.  Some of you may not
 be sudo'ing the license agreement.  If you not running root and need to
 sudo you installs, you need to sudo the license.
