 mapserver port hasn't been worked in a while, maintainer did not reply in
 #30250 that is more than a year old.

 I'm updating the port using patch from #30250.
 I'm setting the reporter of #34033 as new mantainer of mapserver since the
 reporter of #30250 has given up in #34614 due to understandable
 frustration in not getting an answer.

 The three reporters of the aforementioned tickets are in CC list, the
 original mapserver maintainer is added too.
