Ah, I see you've already done this. Well, the config.log isn't very clear.
It says:

can not open CC_PRINT_OPTIONS_FILE
/opt/local/var/macports/build/_opt_local_var_macports_sources_rsync.macports.org_release_ports_textproc_expat/expat/work/.CC_PRINT_OPTIONS
}}}
But I'm not sure why that would be the case. The only possible clue is
that the main.log says:
{{{
Skipping completed
}}}
This tells us this was not a clean build attempt. So please run `sudo port
clean expat` and try again.
