I wonder how we should best fix this.
I don't think we should be copying the user's .subversion directory
because it might have customizations we don't want, or might be for the
wrong version of Subversion.
Perhaps we could take the proxy setting from macports.conf and insert it
into the appropriate file within the .subversion directory when we create
it.
Would this issue affect other fetch methods as well? What about git, hg,
bzr or cvs?
