#34935: Moving a port from /users to /trunk/dports or changing a file in
portdir/files doesn't trigger buildbot rebuild

 If a commit
  - moves a port from somewhere below source:/users to
 source:/trunk/dports, or
  - changes a file in a port's `files` directory
 the buildbot doesn't attempt to build this port.

 Examples are:

  - r94451 for a move, didn't show up in the buildbot timeline, should have
 been between [http://build.macports.org/changes/12746 change #12746] and
 [http://build.macports.org/changes/12747 change #12747]
  - r94453 for a change in files, didn't trigger a rebuild, as you can see
 in the blamelist of the next builds of the affected port:
 [http://build.macports.org/builders/buildports-snowleopard-
 x86_64/builds/8274 Build #8274 on SL] [http://build.macports.org/builders
 /buildports-lion-x86_64/builds/1891 Build #1891 on Lion]
