 I had the same problem as described here. Today I ran 'selfupdate' and
 then 'install pear-PHPUnit', which includes pear-Archive_Tar. It installed
 without problem.

 The version of pear-Archive-Tar is 1.3.10.

 PS: I haven't tested that it actually works by using Archive_Tar, but it
 installed cleanly.
