 Update proposal to libtiff 4.0.2.

 I removed the outdated invocation of --with-apple-opengl-framework (it
 seems deprecated in the autoconf macros since 2007 and has been removed
 from the configure script as of tiff 4.0) and replaced it with the opengl
 variant.

 Also, following #34717, I updated the maintainer line.

 Portfile and patched were tested under Mac OS 10.6 with MacPorts 2.1.1.
