 The archive does exist, but it's a .tbz2 not a .tgz. I'm guessing you have
 `portarchivetype tgz` set in /opt/local/macports/macports.conf -- probably
 unknowingly, since that used to be the default. Changing that to
 `portarchivetype tbz2` or just commenting it out should fix it.

 It seems to me that we ought to set the archive type on a per-archivesite
 basis if that's possible, since we know what format is being used on
 packages.macports.org and it certainly isn't going to depend on what's in
 the user's config file.
