#33737: xorg-libxcb build pegs cpu with 'dot' processes

The update to port xorg-libxcb pegs the CPU running the 'dot' command as
part of a doxygen documentation build. I eventually had to kill it after
several hours.
It appears the issue is if the user has doxygen installed, the build finds
this and uses it to generate docs. If I remove doxygen the build proceeds
normally and completes in less than a minute.
I would suggest building the docs should be optional, and disabled by
default, even if the user has doxygen installed.
cheers Chris
