 I do not see to be able to reproduce the problem, as plugins and
 extensions are properly accessible in my experience. A debug log could be
 helpful to tackle the issue (install kate with the +debug variant, and
 look at the console output when searching for plugins).

 This is a wild guess, but perhaps rebuilding the configuration cache could
 solve the issue, by running

 kbuildsycoca4
 }}}
