 My sincere apologies. I did look through the hot list, but I figured that,
 since I'd remedied the original Xcode 4.3 discrepancies, I'd overlooked
 the additional information as I was skimming the text. Sorry about that.

 I was able to create a temporary work-around by doing:

 $ cd /
 $ sudo mkdir Developer
 $ cd Developer
 $ sudo ln -s
 /Applications/Xcode.app/Contents/Developer/Toolchains/XcodeDefault.xctoolchain/usr
 usr

 But I will rebuild perl so that the problem is fixed properly.
