Comment:

 The log says: "Couldn't find your C compiler"

 But it was not a clean build attempt. "sudo port clean p5.12-xml-parser"
 and try again.

 If that doesn't work, consult wiki:ProblemHotlist#xcode43 which says you
 need to rebuild perl5.12.
