New description:

Tried to install gnustep-base, but configure failed.
  1. Looking in detail "./configure" is looking for gnustep-config, which
you can't have, just if you have a old installation of GNUstep.
  2. configure is looking for install.sh in a directory which doesn't
exist. I've pointed the GNUSTEP_MAKEFILES in the working directory and
 then configure failed,
  3. because it doesn't find config.sub, which doesn't exist.
