Comment:

 sbin is not limited to programs that need superuser privileges; it is for
 "system programs and administration utilities" according to portheir(7).
 Anyway, MacPorts isn't specifying the destination directory; that comes
 from mtr's Makefile. If you think it should be changed, report it to the
 developers of mtr.
