 should be:

 checking for libtiff with pkg-config... checking for TIFFOpen in -ltiff...
 yes
 checking tiff.h usability... yes
 checking tiff.h presence... yes
 checking for tiff.h... yes
 ...

 so I guess there is a problem with your pkgconfig/libtiff or something.
