 Yes, I can reproduce the problem.

 One simple way to handle this would be to add these lines to the port:
 {{{
 PortGroup conflicts_build 1.0
 }}}
 {{{
 conflicts_build-append xnu-headers
 }}}
 But it would be nice to know why they conflict like this, and to fix it if
 possible. I'll Cc the maintainer of xnu-headers for input.
