 The file port installs both the file program and the libmagic library.
 Make libmagic a subport so that other ports that require the libmagic
 library don't have to also install the file program, since the file
 program's output differs from Apple's file program's output, which can
 confuse users, or in extreme cases, cause other ports to fail to build
 (e.g. #31260). Splitting off libmagic as a subport was previously
 suggested in comment:ticket:31699:4.
