 libxc has "use_parallel_build no". This was necessary for libxc 1.1, but
 is not for the current version. (I fixed the dependencies to enable this
 before the 2.0 release.)

 Also, there is no need for "-C -ansi" in the cpp command, as far as I
 know.

 Attached is a patch that enables parallel builds and removes "-C -ansi".
