Comment:

 Assigning to gsl maintainer for more gsl knowledge.

 The configure test is an extern virtual and an attempt to call it. If it
 fails with -lgslcblas flag then it is not considered a viable library even
 though gsl is installed. Perhaps the optimized gsl is missing this
 function. Any suggestions, jochen?
