 gstreamer1-gst-plugins-bad 1.0.9 release doesn't build the encoder. 1.1.3
 development release builds it. I have now created a set of local Portfiles
 to build 1.1.3 and I can get the vtenc_h264 building, unfortunately, I get
 other errors when trying to mux the output of vtenc_h264 into a stream.
