 No idea

 After running 'sudo port clean --dist py27-docutils' and rerunning the
 install i get a more comprehensive error. it seems maybe to be a DNS
 issue, its not finding the file and getting html returned?

 If i try and browse to http://tenet.dl.sourceforge.net, OpenDNS throws
 back an error - "We would like to show you a description here but the site
 won’t allow us."

 I'll try a different set of DNS servers first.
