 I think I solved it myself.

 if you got the same problem as I had here is the solution:

 issue:
 sudo port edit --editor nano py27-qscintilla

 find the line that it is appending the dependency and instead of using
 py27-pyqt4 by default change it so that it uses py27-pyqt4-devel.

 then just go and install qgis as usual, i.e. sudo port install qgis.
