Comment:

 The workaround is:

 {{{
 sudo port -f deactivate webkit-gtk
 sudo port install webkit-gtk-2.0
 }}}

 Then repeat the command you were originally trying to run ("sudo port
 upgrade outdated" in this case).

 I will try to make this upgrade happen automatically in the future, but
 for now this manual intervention is required.
