 The update to 0.9.15 will require the new port `py-radical-utils`
 (#41768). There is another dependency `py-libcloud` (#41763), but this
 required only by one single adaptor and the package installs fine. So I
 replaces the patch without this dependency and will look at the missing
 port later.
