Comment:

 Seems like this problem was between the keyboard and the chair, it looks
 like my `libusb` port has got itself into a weird state and was missing a
 few important files specifically the ones that `qemu` was looking for
 during configure. Forcing a reinstall of `libusb` allowed `qemu` to be
 built successfully.
