New description:

 Cal brought this up in comment:ticket:38198:6 and I had been thinking of
 it myself independently before, so I decided to open a separate ticket for
 it. Anyway, it would be useful to specify dependencies that are only used
 when running tests, such as `expect`, for example. (This is kind of
 similar to my request in #38112 btw, just for a different phase)
