Comment:

 I did have some stuff in /usr/local, so I got rid of it.  I then did a
 sudo port clean getttext and upgrade, and got the same error as before,
 where it builds but then doesn't install.
 I just looked in
 macports/build/_opt_local_var_macports_sources_rsync.macports.org_release_ports_devel_gettext/gettext/work/gettext-0.18.2-x86_64
 /gettext-tools/config.log and I don't see anything related to libgomp,
 egor7 is mentioning above.
 So, it seems that something else is still not working.
