 It builds and runs fine (built, started, ran "verify installation" and
 "basic" tests in the built in test suite) in 10.6, 10.7, and 10.8.
 Additionally the first of those two commands is a no-op, as the couchdb
 script does not call icu-config at all.

 It seemed pretty clear to me that it was an old fix that, while it wasn't
 breaking anything, wasn't doing anything worthwhile anymore.
