 Looks like the download URL should be
 http://alioth.debian.org/frs/download.php/file/3015/axel-2.4.tar.gz not
 http://alioth.debian.org/frs/download.php/3015/axel-2.4.tar.gz.
 Additionally, we could switch to the bz2 distfile to be slightly smaller.
