 I suggest to update scotch to 5.1.12 including the libesmumps.a part that
 had been not included in the previous versions. The libesmumps.a is only
 important for the MUMPS project, but requires so little extra storage that
 it should be included by default, I think.

 I also suggest to add "-fPIC" per default - scotch is only built as a
 static library now, but with "-fPIC" one can also use it then for example
 in python modules. (More proper would be of course to build a dynamical
 library, but that's more work)

 The reason for not upgrading to scotch 6.0.0 were discussed in ticket
 #39813.
