 The `bootstrap` script is calling `autoconf` and `automake` but you're not
 adding dependencies on these, only libtool.

 Like gpt (#38801) livecheck doesn't work, you could use the same approach
 as I suggested in that ticket but it's checking the globus toolkit version
 I'm not sure its worth it, maybe livecheck could be disabled.
