 Sure, I can believe that is what happened you when tried to install, but
 the config.log you supplied must not be from that build attempt. Can you
 also do {{{port clean --all arpack}}} just to be sure? If you really have
 a failure to compile an MPI test program, I think the most likely reason
 is you are somehow still using the unpatched Portfile.
