 Originally reported in #38279.

 There are two issues here that may be being conflated: whether Rust ''can
 be built'' universal, and whether the Rust compiler ''can build''
 universal binaries. [https://github.com/mozilla/rust/issues/2024 This
 issue] seems to be about the latter. We can’t do anything about that.

 On the other hand, if Rust itself cannot be built universal, the portfile
 should disable the universal variant.
