 When Atlas is built with clang and no gcc compiler is installed, the
 fortran interface is not built and the user is not warned about this
 implicit choice, than can cause ports depending on Atlas fortran interface
 to fail (i.e. qrupdate).


 Since there is a dedicated option to build Atlas without fortran, instead
 of silently discarding the fortran interface when gccXX (or other fortran
 compilers) are lacking, return an error asking the user to explicitly
 select the +nofortran option.
