 As reported in #39273 libsodium spun out its curvecp support into
 [https://github.com/jedisct1/libchloride libchloride].  This is simply a
 networking layer for libsodium.

 libchloride does not currently have any tagged releases.  Using
 `fetch.type git` & `git.branch` with a date for version number place
 holder.  livecheck uses moddate which seems to work and should give an
 indication if libchloride has been updated.
