 Xcode does not come with command line tools. They must be installed
 separately as it says in our documentation.

 Please confirm whether you have actually installed the command line tools.
 One way to find out is to see if you have the file /usr/lib/tclConfig.sh.
 If not, you have not installed the command line tools.
