 I had this problem this afternoon.  In my case the problems was due to the
 terms needing to be accepted for Xcode after upgrading to Mavericks.  I
 fixed this by running "sudo xcodebuild -license" and agreeing to the
 terms.  After that gperf built fine and the rest of the upgrade procedure
 continued.
