 This will take a while, but could you try the following?:

 sudo port deactivate gcc48
 sudo port install gcc48 -universal
 sudo port clean arpack
 sudo port install arpack
 }}}
 I am really grasping at straws. I seem to have the same setup as you, but
 cannot reproduce the error.
